<description>&lt;p&gt;H.R. 1606 would establish a new automobile voucher program.&lt;/p&gt;


&lt;h2 id=&quot;toc0&quot;&gt; Detailed Summary &lt;/h2&gt;
&lt;p&gt;New Automobile Voucher Act of 2009 - Establishes in the Department of the Treasury the New Automobile Voucher Program.&lt;/p&gt;

&lt;p&gt;Directs the Secretary of the Treasury to: (1) authorize the issuance of a redeemable voucher to a dealer for each person or eligible fleet operator who purchases an eligible new automobile; (2) allow a dealer to participate in the program if it agrees to apply such voucher toward the purchase of an eligible new automobile and complies with all applicable requirements; (3) establish a Web-based system to process vouchers; and (4) make payments to dealers who apply vouchers for such purchases.&lt;/p&gt;

&lt;p&gt;Defines &amp;amp;quot;eligible new automobile&amp;amp;quot; as a new automobile whose purchase price is less than $50,000.&lt;/p&gt;

&lt;p&gt;Sets forth civil penalties for violations of this Act.&lt;/p&gt;
