&lt;p&gt;Directs the Secretary of State to report to the appropriate congressional committees (as defined in this Act) every 180 days respecting unresolved claims by U.S. nationals against the government of Libya for personal injury or death caused by acts of torture, extrajudicial killing, aircraft sabotage, hostage taking, or the aiding of such acts by Libyan agents.&lt;/p&gt;

&lt;p&gt;Requires: (1) such reports to include information on the status of negotiations between the government of Libya and U.S. claimants and a description of U.S. government actions to encourage Libya's resolution of such claims; and (2) such reports' filing until December 31, 2009, or until the Secretary certifies to the committees that all claims have been resolved.&lt;/p&gt;
