The expanded summary of the House passed version is repeated here.)&lt;/b&gt; &lt;b&gt;Title I: Naval Vessel Transfer - &lt;/b&gt;Naval Vessel Transfer Act of 2008 - (Sec. 102) Authorizes the President to transfer on a grant basis to: (1) Pakistan, the OLIVER HAZARD PERRY class guided missile frigate MCINERNEY; (2) Chile, the KAISER class oiler ANDREW J.
