<description>&lt;p&gt;H.R. 657 would amend title 10, United States Code, to provide for forgiveness of certain overpayments of retired pay paid to deceased retired members of the Armed Forces following their death.&lt;/p&gt;

&lt;p&gt;Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary.&lt;/p&gt;

&lt;p&gt;Provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan (SBP) when an overpayment is so forgiven.&lt;/p&gt;

&lt;p&gt;HR 657 language supports the mis-conception that personnel who are invited by their respective Service Secretary to participate in the military retirement system are compensated prospectively as pensioners: May I respectfully suggest the following clarifying language: &amp;quot; The Defense Accounting and Finance Service will disburse a pre-determined amount of monthly pay to the accounts of participating personnel, on the first day of the month following perfomance of the required monthly creditable service.&amp;quot;  With this language inserted, this Bill can achieve its noble objective for all survivors, except those who fail to notify DFAS of the death of their sponsor in a timely fashion&lt;/p&gt;
