&lt;p&gt;Requires the coin design to be emblematic of the 100 years of the organization.&lt;/p&gt;

&lt;p&gt;Restricts issuance of such coins to February 8 through December 31, 2010.&lt;/p&gt;

&lt;p&gt;Subjects coin sales to a surcharge of $10 per coin.&lt;/p&gt;
