Expands the categories of individuals to be covered by such arrangements and provides for a nationwide network of health care providers for treating victims residing outside the New York City area.</p> <p>Directs the Secretary of Health and Human Services to conduct or support research on the diagnosis and treatment of physical and mental health conditions related to the 9/11 attacks.
