August 19, 2009, 9:23pm (report abuse)This bill needs to pass because currently a first time felon with no criminal history receives a standard mandatory minimum harsh sentence with no variance or downward departure. The courts are restricted and can not go below the mandatory minimum sentence regardless of the offenders criminal history or PSI report.
