I have been with TSA since roll-out. I have seen it all here. I truely believe if this bill passes, you will see alot more happier officers.

After 7 years we DESERVE GS. we can be treated like real fed employees, not like ugly step children. GS will save money by not having to constantly train and buy uniforms for new screeners. I also believe that the best piece of equipment for safety is an expierienced screener force.

This bill, would repeal tsa personnel system, switch tsa from the sv pay band system to the standard gs system used by most goverment agencies. Falling under title 5, would bring about one tsa, where everyone is protected by the merit system protection board, office of special counsel, and the dhs inspector general. With collective bargaining tsa employees would receive better pay,and a more hands on representation from the unions on issues such as absence and leave,parking,health insurance,training and retraining. The bill repeals section 111d. Of public law 107 71.But a section covering an annual proficiency review remains, so one way or another the officers would still be required to undergo some type of xray, or hand wand,patdown test annually.

Having been with TSA since the beging. The part i like about this bill is it will get rid of TSA managment by fear. It is hard to feel good about work and doing your job when you are constantly; worring if you are going to get fired, or get a good PASS score if your manager does not like you. With PASS they have more controll and will use that to keep you in fear for your job. And do what they want.

JFK had it. it has to happen to end the widespread abuse of employees that occur simply by policy. We need legitimate representation that we are not currently afforded now. If switching to the GS schedule will give us protection from abuse and a real avenue to bargain with the agency than it has to happen.

1.TSA dictates Safe Haven destinations(within 400 miles)but won't pay for it.
2 Non TSA Websites/boards have been shut down to keep employees silent.
3.FT,DFO and OSARP selection process is flawed.
4.PASS is flawed and can be munipulated by unaccountable Supervisors.
5.Officers who transfer are required to give up rank even in hardship cases.
6.After 7 years TSA decides now that officers cannot opt for comp time instead of cash when working overtime.
7.Checkpoint staffing is ridiculous.
8.Management is misusing and abusing the leave restriction policy to ensure daily staffing levels.
9.Officers who call off receive phone calls from Supervisors "checking on them". That isn't in the policy.
10.Officers are forced to demand SPECIFIC DOCUMENTATION from physicians even if it violates HIPPA.
11.Officers who scan in one minute late are tardy and charged 15 minutes of leave but same officers scan out after shift end time and not paid overtime,why?

Something has to be done now!

Things need to change. I worked as a TSO as well for about 4 years, starting when the aiports federalized. I guess it was not a bad first job, I did buy a new car, get my own place and left with a good amount too rollover from the 401k-TSP which is a excellent investment plan.
But I thpught the job was just not worth the bull crap at times. There are no step raises like other federal employees just cost of living raises. I know other federal employees get adequate raises without having to go through the stress of recertifying or taking sop quizzes in order to keep their jobs. The job was back breaking and stressful enough dealing with large volume of passengers, and having to worry about doing every little stupid procedure correctly because management knit picked everything, especially when management was horrible at how they ran things!

I have been an officer since the beginning of TSA. I have worked in several airports across the country as a mobile officer, and I know that the bnefits that this bill brings to the TSA table will be very well received by all veteran officers. The cola raises that TSA Officers receive are roughly half of that received by other federal employees, because TSA takes the other half of the federal cola to fund PASS, the "performance system, which rewards favored officers not for performance but for sucking up to management. This is done because Congress refused to fund PASS. The collective bargaining will ensure the demise of PASS, to be replaced by a much more fair system. Passage will also ensure that management abuses end. Hopefully, it will also ensure that TSA steps into the 21st century, technology wise, to make air travel safer for travelers.

TSA managament makes excuses claiming that the tso attrition is high due to airline scheduling requirments. But I know of other agencies in dhs that have similar work schedules, and the attrition is not nearly as high!

Been with TSA since the very beginning. We look forward to converting from SV to GS for its apparent reasons. I just hope the annual recertification testing remains, as it truly does serve a valid purpose.

This bill needs to get moving. Management acts as if they are making revenue and punishes with reckless abandon those whom they disagree with. As an Army Vet and Proud American, TSA has done everything to ensure I will never get ahead within the administration. Side Note: they use split shift personnel to pad the numbers and make it look like airports are over staffed.

This bill needs to pass due to the fact that managment through out the organization is poor. Everything done is top secret and TSO's operate on a need to know basis. That should not be the point when it is the TSO's on the front line sitting the with thier necks out. A voice needs to be heard and seen in order for the organization to operate like it should. How do you feel knowing that the SM in charge of your airport was once a banker and others just former military. Sounds reassuring doesn't it. That's why this bill needs to be passed.

I have been with TSA for 7 years now and if the bill passes this would be the best thing that could happen to treat all TSO's fairly. I was off on an injury when pass came about and 22 months after a long recovery and still going thru more surgeries form an injury that happened while I was at work. Upon returning, I'm finding out other TSO's who have not been there as long as I are making more money then myself because of the pass system. How fair is that? And now being perminately injured and not being able to return to full duty I can never meet any requirements to make exccedes in the pass system.. I say that is NOT FAIR I did not ask to get hurt while doing my job and what I was directed to do.

I've worked for tsa since the beggining,and I've seen favortism with the bonus money. I've seen good people fired. I've seen good people transfer to other federal agencies, because they wanted to be in a union and they wanted to be treated with real respect. It's time for congress to pass HR and have President Obama sign the bill into Law!!!. The healing process will start to happen there after!

Just released as of May 27,2009 in TSA's Management directive is the new overtime requirements. According to this directive TSA own's you for 7.5 after you official time of release for the day without having to pay you overtime. If you do the math that is 1-1.25 hours of OT they are able to deny you per week. This is why this bill needs to pass. Crap like this needs to stop. When you constitute an employee as 40 hour per week 80 per pay period that 1-1.25 is OT in my eyes.

Fairness and Equity are what needs to be in all workplaces. Fortunately, the Gov. is one of the few places where this can be achieved. It is not a perfect process, but it has to be better than the PASS system we are currently under.
Hopefully, the GS Scale will bring us closer to the fairness we seek. Let the "good ol' boy system" be put to rest.

At the start we were temporary employees and to our management on up. They did not like the idea of us getting badges even thought we deserve it. Local Police did not like the idea either. I would be surprised if we get GS. I'm sure our representatives will not come through again.

Tsa management uses fear and intimidation by constantly hanging the "you'll lose your job" tactic over your head. Something HAS to be done now that they are facing a lawsuit by the ACLU. This case just shows that the officers are tired and feed up, but not by the people you would think they are (passengers)but mainly by management, I have been with TSA 5 years and it makes me sick to have to go to work everyday not knowing if I'm going to say or do something they "deem un-profesional". As one person said on the idea factory this is the easiest job you'll ever hate (although I love my "job" it is management I can't stand and who make life at work miserable)! At my airport we had a screening manager deploy out of town to help during an emergency at another airport with other TSO's and while there he had sex with a TSO and she said it was not consensual, he was arrested while there, and then they let him quit and he got a job with FEMA with the help of an ex FSD.

If that had been a TSO he would have been castrated and hung out to dry to make an "example" of as to what kind of behavior NOT to engage in, but a screening manager is allowed to just quit and move on quietly with his life !

With all the testing going on I saw 4 employees dedicate 5 or more years and asked to leave after failing. Our FSD has full discretion to retain and retrain. They were denied. Management hides facts to keep their jobs, but the little guy is asked to leave. Management has no accountability at TSA. Training is a joke 64% cannot pass recert nation wide. Money is being wasted on flawed programs like ENGAGE! management at my airport refuse this program. BDO'S are not being utilized like they should so they look like a joke to the workforce. We need a union here and an investigation on senior management as to why in 2008 national survey management is not respected. This is poor "world class service." from our senior leadership.

I do beleive that screeners have a way to go as far as customer servise is conserned but i have been with TSA for 8 years this october and what the public does not realize is that employees like me dont get paid enough for what i do and thats look for IED's 40hours a week if you think that you would like to do this for 16 dollars an hour then shut up and signe up,and remember if passengers werent so nasty and allready pissed off at the airlines when we get them then the work plase would be tolorable.

I thank god that the union is fighting to get us gs rating because TSA uses pass as a tool to keep moneys out of our pockets,why dont they implement something that works like hands on traing 3 times a year then nobody would have to test and everybody will have the trainihg needed to do the job oh but wait a minute that would make sense.

I just took the Osarp test and the Questions must have been written by some PHD person that has never worked a CTX machine before. I don't get why a simple process is made confusing just to fail us TSO's. WE NEED TO CONTROL THIS PEOPLE THAT WANT TO TERMINATE US FOR NO REASON. I hope the Bill gets passed. I've been with TSA for seven years and I'm sick and tired of them insulting our intelligence.

Let’s face it TSA is a wonderful place to work if you want to be berated, belittled, threatened and demoralized on a regular basis. The screeners are the ones who do the work and keep transportation moving. Management as well as supervisors seem to forget that very fact. TSA condones corrupt behavior, no mater what happens on the checkpoint TSA doesn’t back its screeners, they only believe the passengers. No matter what you so it is not good enough. If you are educated, you are a threat to everyone and they don’t want you there. TSA only wants yes men. Questions are not to be asked, one they can’t answer them, two they don’t know what to say or three they just don’t care.

Tsa guy this isn't the idea factory! Management sucks. An employee showed up to work drunk he's an Ltso this occurred on 6-20-09 at airport code RNO. That employee still works for TSA thanks to Floyd Yaich(TSM) not doing his job. Stack and Joyce other TSM'S are covering for Yaich. Why? We need a full investigation into management's tatics. This is unacceptable. At RNO TSA had 56% fail the PSE'S. Maybe if management focused more on the screening aspect and way less on how shinny an employee's shoes are maybe we could have a higher passing rate on the PSE'S. Management is a joke please help us soon here at TSA before more suffer. Promotion's were declared unfairly in a 2008 national survey. Investigate these problems we have before more jokers are grandfathered in their current positions within management!

Last year at RNO we had an employee bring a loaded gun to work. Chris Stack a TSM gave that employee a 7day weekend. If that was a passenger they would get a fine and possibly miss their flight. Seriously the TSO had no leave and was granted a 7 day time off award without pay. No fine. Management at RNO needs to be replaced like Steve Pansky, RNO'S FSD! Their all a bunch of jokers that have no clue what Engage! is. What a waste of more than a billion dollars. RNO management won't even allow TSO'S to practice this program. RNO has been and always will be the worst airport within TSA. We took that title with pride soon after the PSE'S. Might as well advertise to all TERROIST'S fly through RNO we don't screen properly. More than 56% of us failed our PSE'S due to lack of leadership from management starting with our supervisors all the way up to RNO'S MANAGER'S- Joyce conner, Chris stack, Floyd Yaich, Cinda Clark (all TSM'S) you all are an embarassment to TSA and should resign soon!!

BDO'S are a joke much like TSO'S. I hope this bill gets Vetoed. RNO is and always will be the greatest airport in the nation. 56% of TSO'S cannot pass the PSE'S on the first try due to the lack of respect for management. All I'm reading is a bunch of losers complaining about TSA. If you hate this much why work here for so long? Engage was a joke placed here by Kip Hawley who was also a loser that wanted to leave a legacy. Some legacy. No lead was ever caught being suspected of being drunk while on duty. Get real as a TSM why would I lie? I'm here to help TSO'S improve their skills as a screener. TRUE I implemented at RNO a strict shoe shinning "LOCAL" policy but that in no way caused my airport to suffer at the hands of the PSE'S. The screeners simple suck at their jobs and need more TSM'S to help them improve. Engage on the other hand was an excellent way for screeners to get out of work and get paid for it. I'm not a screener why should I and my bosses have to subject yourselves to be in a room with lower class citizens. I wish FSD Pansky was sill in charge at RNO he distributed thousands of dollars to the management when it was supposed to go to the screener's. NO one could stop us. Now we get a random audit and we fail it here at RNO good thing Pansky staged a break in and covered up all our screw ups per HQ. I invested my extra large bonus in my TSP. NO ONE CAN STOP US MANAGEMENT OFFICIAL'S EVER!! HA HA HA!!

I WORK AT JFK FOR 7 YEARS AND I THOUGHT I VE SEEN IT ALL UNTIL LAST MONTH WHEN A NEWLY HIRED TSO WAS ASSULTED ON A CHECKPOINT BY A SUPERVISOR AND A LEAD OFFICER AND HIS HAIR WAS CUT ON THE CHECKPOINT B/C IT WAS TOO LONG . THIS IS ABUSE AND GUESS WHAT TSA MANAGEMENT HERE IN JFK ARE JUST COVERING IT UP! MAYBE IT S B/C OR RACE ! BUT MY POINT IS WE NEED A UNION TO PROTECT US FROM FROM FOOLS AND STOP THE ABUSE THAT GOES ON IN OUR CHECKPOINT!

Can you believe one of their managers is saying that Paul Williams wasn't there when the video clearly shows him standing there participating in the entire activity. They evey allowed him to interview for Manager and presented him with an award for "integrity". Wow!! "They sure know how to look out and take care of eachother". Those other guys are getting suspensions. Not fair at all. Hope that kid filled an EEOC Complaint against these tyrants.

egak - I don't think the bill was brought to the table yet. I'm watching C-SPAN right now and nothing yet. Rumor has it that it should be on the table during the 2 oclock hour.

Terminal 8 - Suspensions are not enough, terminations would be more like that. I'm in a different terminal, so I don't know the entire story; but from what I've heard that's totally unacceptable. I guess when you're in the pocket of somebody; especially those at the rock, you will get away with anything.

Yes some TSO suck at their job. But then again, so do some TSM's.
The difference is NOT what needs to be done but the attitude taken while it is being done. Attitude reflects management. IF mgm't wants my attitude to change, if they want me to change, then it is incumbent on them to change their attitude, their approach. There are far too many STSO, TSM's who use their position to abuse those they should be leading. Sad, but true. This is why so many TSO's see this bill as necessary.

Is it that hard to show up on time and do the job you signed up for? Concerned about PASS? You can get up to 80 points by getting perfect scores on your recert and IMA's, showing up to work on time and by doing your job. That's like 3K in bonuses. On the GS scale part, all everyone is saying is they want more money. I'm sure Congress will vote to pay extra money to the TSA workforce. Actually what will happen is if they payed X amount for 43K employees last year, they will pay X amount again this year. However, if TSO's make more money, it won't be 43K, it'll be more like 35K. Staffing will get worse. Morale will get worse.

WAND, Management can't ask for specifics, however, they can ask for more than just, "was seen by dr. soandso. please excuse." Have you read the HR book? If you're worried about having to take leave for being late, THEN DON'T BE LATE. I guarantee you work with employees who are never late. But then I'm sure you're just being picked on.

It's seems that TSM's are really
the most unprofessional at all airport, Can't anyone do something,
they rant and rave...then point there fingers and say WATCH OUT there going to fire you...I think we can get along without managers. after all STSO's can do TSM's jobs along with there own. Most of them are there because they new someone or were friends, we all see it, it goes on everywhere. Has anyone looked at the pay scale for HR and up "WOW" what's that about.

The management in SAN are far and away the most unprofessional and unqualified group of individuals that I've ever had the displeasure to associate with, much less work for. We have a strict policy of hypocracy and "leadership" by threats and intimidation. It seems, in fact, that the best way to be promoted through the organization is to be guilty of sexual harassment and racism. Saving money will be a key point for TSA to be able to grant us the Gs and one way of doing it is cutting in the number of Managers, do we need that many, do the math and big savings will come from there as well as the BDO program that has to many people more than checkpoints sometimes in Miami.
Does CBP have the number of Managers that TSA has? someone help me understand that waiste.

The incurable disease that TSA has is called MANAGERS, all unprofessional after the money any money, covering each other's dirt like the latest when a Training Managers was caught in a compromising position with a co-worker and nothing has been done by the way they still work together.if that happens with a TSO big punishments.

The way TSA does business has definitely changed to a point where it's a lot smarter and fair to the passengers. Now, with HR 1881 passing and becoming law, we will finally become a legitimate and nationally recognized force we have always been. The big wheel of government is finally turning to make things right for all those patriotic souls who continue to serve our country from the Homeland after serving on active duty. Pass it (HR 1881) and all will see what we've been missing: RESPECT!

I have been in JFK for almost 7 years and OMG the horror i have read some horror stories on here but There are true waste of money and some horrible stories here at JFK. First of all, They say that we are overstaffed, but if you closely look online the wait times for JFK on the TSA website are all fraudulent. Theyhave faked the numbers so they can look good for washington and get more money. The year PASS came out all the supervisors came to us TSOs to tell us how great PASS was. But a Supervisor told me in great confidence that a current newly promoted AFSD we will call her Diane C. told them to sell the program to the workforce. When Final Evaluation came around some supervisors was going to give all their TSOs role Model of excel. But Diane said no not everyone can be role model its impossible. That showed me how much this agency cares about its workforce. Then remember the if you fail the PSE 3 times back in da dayyou was fired. I know a person who has failed it 5 times and is

now a I band manager. BTW why do you need a I band manager. It makes no sense. I asked this question, apparently the I band manager is suppose to manage the managers. Now i have seen everything. But i asked someone if we have I band managers then what is the FTE for I band manager to TSOs because we dont have that many people Full time wise to apporiately have an I band manager in 8 terminals unless they were FAKING THE NUMBERS TO WASHINGTON!!!!!. I hope someone with alot of power is reading this. JFK TSA HQ has wasted millions of dollars over the years. Oh i think you gonna love this here is the kicker. I laugh sometimes at this. The day the H1N1(swine flu) became publicly known and the Head of DHS sent tons of protective wear to the TSA to protect the Field officers (TSOs)from contracting the virus. MY gracious AFSD T. Our management displays a true lack of caring and compassion amongst it's workforce, it allows favoritism, harrassment and intimidation. While all along promoting and supporting those who violate laws, those in Supervisor positions, ie, drunk driving and those in Lead positions who show up to work drunk.

All the while they being manangers and supervisors, two of which are working together, to dictate, isolate and intimidate subordinates into submission.

So fear is the tool of this agency, scare the TSO's, keep them afraid of managers, and afraid of the Unions and GS Band, all the while letting employees bring guns to work with no punishment, letting leads come in drunk with no punishment and allowing Supervisors to get tagged for DUI and still work for the agency.

But then again, think for yourself and get punished, be smart and get crushed, be a sqealer and managers will promote you. Hence the reason for union, to weed out the dictators and bring in true leadership.

Branddon Thompson (LTSO)came to work drunk and was unable to be given a "Breathalyzer" do to lost contract with testing personnel.The suspicion is he was PWB (promoted while black) and untouchable do to that fact.He brags about getting his current job because of his Nubian roots and tells all that the STSO position currently posted is his because of the same.In addition he created a false profile on "my space" printed up a defamatory comment in another's name in order to retaliate for his impotent attempt at getting an aforementioned TSO in trouble which ultimately failed again.The TSO who was defamed,derived,slandered, then cleared has yet to receive a formal apology from MGMT.Branddon receives free food from McDonald's on a regular basis and takes food from TSA functions and brings it to the same McDonald's as a form of reciprocity.He sexually harasses the female TSO's on a regular basis as well.RENO AIRPORT NEEDS A FORMAL INQUIRY INTO THE MALFEASANCE OF THE UPPER MGMT!

I think we all can only hope that bringing out these facts points out to the rest of the country, the gross negligence and incompetence of certain MGMT, SUPERVISORS and LEADS within the TSA. Corruption is a commodity in the TSA, and a union can fix these, so please for the love of god, pass this bill so we can rid ourselves of the likes of those who create these problems.

today we find out that Lead Managers make $ 120.000 a year, please someone explain to me what are their duties???? In Miami we hardly see Management always eating all together at any restaurant.
I hope the Obama team does the number and realized where the savings are!!!

About Two years ago, Brandon had a run in with one of the RNO police.
Brandon, stepped on and ground the toe of one the officer's spit shined boots. The officer put Brandon on the floor. In the real world that would be battery of a police officer didn't press the issue, and all that the the RNO TSA did was remove Brandon from checkpoint duty for a few weeks. One would think that this level of misconduct would have gotten Brandon fired, but it didn't. So RNO has this ongoing saga.MT
