We have an enormous shortage of nurses and only the way to satisfy the healthcare need is to get nurses from foreign countries. This bill should be passed, so that we can get a good healthcare. Senators/Congressman, Please pass this bill. Thank you.

The only REAL way to get good nurses is to train them. We don't need to import nurses, we need to get the training programs up and running, pay the nurses what they are worth, and quit depending on outside sources.

My recent personal experiences with two foreign born nurses during a stay in the hospital have caused me to be very concerned about this whole idea. Although both were RN's, neither spoke english sufficiently well enough to be understood. When asked why these nurses were even employed in the hospital, the director of operations said "They are all we can get." It appears that the hospitals are not paying a good enough wage to attract and keep good nurses and the result is to import help.

My vote on this is "NO" because we cannot afford to allow lowered standards of care.

The reason why some people experienced lowered standards of care is because there is not enough americans do the job! Whether we like to foreign nurses taking care of us, it is still BETTER than not seeing by any nurse while we are in a hospital.
We need more nurses!!

Instead of importing poorly performing nurses why not entice the many trained nurses back from places like the drug companies and the insurance companies. They left the hospitals because they could make a better wage. If the hospitals would pay a wage commensurate with the work there would not be this so-called lack of nurses.

All RN's had the same examination and equally qualified for the position either foreign or not. Foreign nurses, aside from taking nursing examination are required to take english examination, so I doubt that they are not fluent in english.Senators/Congressman, Please pass this bill. The problem is that they are only required to take written english qualification exams, not verbal.

Anyone who had done their homework would know that there is a great deal of difference between being able to communicate in writing and being able to communicate verbally. The two examples I had to deal with were not able to make themselves understood and could have caused harm to a patient.

And just to put a point on it, one of them was a filipina. So mabuhay to you as well.

Don't be putting any more foreign nurses in the hospitals. It's already bad enough. How about putting more money into training some americans instead.

Certainly there can be no higher priorty than well staffed hospitals clinics and nursing homes to meet the needs of our aging population. Federal mandated health programs are sure to put added strain on health care professionals. Surely they pick up English quick enough.

Do you want them practicing their english on you while you are recovering from heart-lung surgery? I sure as hell did not and said so. As to the idea that they will be in hospital clinics and nursing homes, you obviously haven't paid much attention to who works there. The number of RN's in nursing homes is usually one or maybe two. And many clinics still depend on LPN/LVN nurses. It still surprises me as to how uninformed people are when it comes to their own healthcare.

For me or a member of my family it is not so important which language the medical professionals practice so long as they practice medicine.
Melodrama aside, the potential for malpractice litigation makes it unlikely in the extreme a patient would be endangered due to miscommunication in a hospital setting. This legislation is aimed at skilled highly motivated individuals who overcome great odds to carry on their chosen vocation. The American patient and the medical system as whole might well benefit greatly from the exchange of information and ideas with people who have worked in less than ideal settings under extremely challenging circumstances.

Hello, International Nurses do undergo Inglish Test in speaking, reading, writing and listening. The test is administered by Cambridge University and unless the RN gets seven band score in speaking module CGFNS does not issue the visa scren certificate.

If you want to see something that will scare the stuffing out of you try listening to a filipino nurse and a pakistani nurse trying to talk to each other in english. Especially when they are discussing your care after a stomach operation. Sure made me wonder what the hell was going to happen.

This is a Bill aiming to keep those US-trained international nurses. It is not aimed to import foreign nurses. It is not immigration oriented either.

Foreign nurses have more experiences than domestic one since they passed tons of exams which include nursing skill ( their own country and the US) and English test ( reading, listening, speaking and writing). Most of them have a few years work experience as well. Congress should pass the bill and let hospitals make decision to choose nurses that they want.

It is vital to keep the U.S. trained foreign nurses since they are educated in the U.S. and are qualified for the language requirements and nursing skills. And they understand the health care system in the U.S. Think about it, what a shame a U.S. trained foreign nurse cannot work for American citizens who are in need of the nursing care. What a great waste of nursing educational resources in this country to exclude the U.S. trained foreign nurses simply because ther are not born here.

I agree with Michael, we have numerous foreign nurses with US training/degrees but unable to work due to visa restrictions. Senators and Congressmen please pass this bill ASAP, this will be a big win for American health care system.

In my opinion, government should forced the foreigner nurse who was not trained in the U.S caz they do not know anout our policy and their english is poor even thouth they pass the exams. We should keep the nurse who is trained in the U.S caz they know our country.

Totally agree with Michael. US educated foreign nurses usually have less trouble with language and the other aspects of the US health care system, as long as they can pass NCLEX. This is the quick remedy to solve the shortage problem.

I've read this bill and it appears to me that some of you are mistaken about what foreign nurses will be employed. I do not find anything that says these will be US trained nurses as HM stated. It makes no distinction other than requiring them to be "qualified" RN's.

I take exception to this whole idea. While some believe these people are well and highly qualified I do not. My friend died as a direct result of misunderstood orders. A foreign nurse made a critical mistake and his family now has to go on without him. You may believe it is the hospital's problem to make sure this doesn't happen but as long as these people are available they will be hired.

I would much rather see a concentrated effort to train and hire U.S. nurses.

The problem of nurse shortage lies not in insufficient training of US nurses, but in the hard labor and stress. Even if more US nurses are trained, a large portion would transfer to other less stressful job after several years. On the contrary, in everage, foreign nurses are more persistant in nursing work.Isn't it a huge waste just spending money on training US nurses who would transfer to other jobs several years later? I support hiring foreign nurses, especially who are trained in US, by which the quality could be guarenteed.

I think it is not fair for those people who think forgein nurses would lower the standard of nursing care. I had my education in the U.S and graduated top 3% from my class. How come those ppl whose native language is English weren't performed as well as I did? You can't judge anyone's ablity by how well they speak English.And JR, I think you worry too much of your living standards instead of your patients... Also, Sadly, I can't work due to no visa for us.

I dont understand why the US has such strict requirement for foreign nurses. according to my knowledge, Australia and some other countries allow foreign nurses work for them as long as they pass certain tests.
The US is a land of freedom. Why not give a chance for foreign nurses if they make an effort to become qualified.

There're a lot of ways to improve the quality of care. Banning foreign nurses from working in the US legally isn't one of them.
The only nurse in our unit that i can trust starting a new IV on patients is a Filipino. Of course i can't justify anything by a single example, neither can anyone.

Definitely, this bill has to pass. I agree w/ JR about US make most effort to grow up American nurses. But that is a long-term process, and that’s not going to decrease our heavy workload next month or next year, maybe it will do work 10 years later or further later. Therefore we need more international nurses NOT to have DOZENS of patients or hundreds for tomorrow. I usually have 10-12 patients. I know and you know, everybody knows that this number is terribly huge. But!! Think what if all international nurses go back their country? You guys, what u gonna do tomorrow?

International nurses lower the quality of health care. What? I never ever heard before that kind of nonsense. That comment absolutely has serious bias against foreigners. I know that according to nursing researches, many minority language users are seen as disordered and too few as gifted. In our hospital, many international nurses provide very high quality of care, work hard, and barely complain of their heavy assignments. They care patient w. compassion, respect and good performance NOT W/ MOUTH.

The fact is there is a massive shortage of RNs in the United States and this is only going to get worse. You can say things like lets pay them more or lets establish training facilities but the fact is there aren't many people going in to this particular career field anymore. So the question is asked, would you rather have a Nurse that has the skills necessary to treat you but may not be able to speak English to your standards or would you rather have no nurse at all? This is what the future will be without foreign aid. Wake up people, you can't have your cake and eat it too.

The fact is that some American nurses, especially people from the nursing union are doing everything they can and making up every seemingly reasonable reasons to oppose the nursing relief bills. Why? They do not really care about patient safety and benefit as they claim to. They are selfish and worry about the import of foreign nurses may take away their jobs or lower their wages, which are not true. So they have any "legitimate" reasons that foreign nurses have lower health care standard or the import of foreign nurses is not ethical to their home countries. Every one with a sharp mind knows that such cliams from the nursing union are biased and ungrounded. The fact is that the nurses in the foreign countries are always oversupply and there have never been a problem of draining out the health care resources.

American nursing students have trouble finding their first jobs. With the current economic recess, and unemployment rate in record high, job opportunities should be saved to Americans, instead of importing more foreign nurses to take away jobs from American nurses. I've also been to a couple of foreign nurse sites, there are threads there urging their people to vote for the bill, some even urge their people to write email to Congressmen pretending they are American citizens to urge the pass of the bill. This is really bad.

My Mother works in a hospital, so do others that I know. There IS a nursing shortage. All of you who do not believe this reminds me of the people who will not get in the boat even as the flood waters rise around them. Then when it is too late they blame someone else for their own short sightedness.

TIA stereotyping a people is dumb, and board lines bigotry. Think before you speak, we share this world with all different kinds of people and you do not have the right to cast judgment on the least of them.

I originally came from a foreign country, from the things I know, not a few foreign people took nursing for a "shortcut" to Green Card. RN is listed as a "Schedule A" profession and no foreign labor certificate need to be filed to the labor dept. Congressmen, please do a survey on American Nursing school faculties and see how bad the job market really is nowadays. With many hospitals closed, many experienced American nurses have to look for jobs around. Congressmen, please use caution to read comments on this internet, this is not reliable. From my reading on a foreign nursing students website, they are urging everybody they know to vote for the bill, and to post misleading comments again and again.

There is a big nursing shortage in the hospitals. Nurses are forced to work over time. Importing foreign nurses not only can solve the problem of nursing shortage, but also saves the time and money to train the American nurses. This country has diversified patients and we do need diversified nurses to provide culturally competent care.

To nonursingshortage, what you said might be true depending on where you want to locate your first job. I know in a few states they have plenty of nurses like Massachusettes because more nurses choose to stay there. But overall, the country is still in urgent need of nurses, especially in the Southern states,Southwest states and rural areas. I work in Vermont and I know how my employer is having difficulty in searching for nurses to fill in everyday schedule. If you worry about job being taken away by foreign nurses, that is not the truth. You still have plenty of opportunities to locate a nursing job if you don't narrow down your search to one specific nursing field or one specific location.

sorry about stereotyping them, but Don't call me DUMB. I know what is going on today. My point is that US needs more nurses, but US can't supply enough nurses without international nurses. But d/t new immigration law, there is no legal way for new international nurses to work in US today.But now, fortunately some ppl try to make new bill to let them be able to work legally, but so many ppl are AGAINST it.

My classmate, who was born outside the US, has been staying at home since graduation in 12/2006. We all got same education but she cannot work just because of no visa numbers for green card and special working visas for foreign born nurses even they are graduated here. My orientee had to go back to school for MSN to maintain a legal status after his OPT expired. The congress needs to do something for these nurses.

I work from 7A to 7:30P. However, I never leave the floor at 7:30P. The ideal nurse:patient ratio for my floor is 1:4. In reality, it is aleays 1:5 or 1:6. We definitely need more nurses, especailly those graduated in the US.

I worked in the hospital as an RN before. I think foreign RN are well qualified for the JOB even though their do speak English with various accent. I also know many of them were actually originally MDs in their country. There is no guarantee that every foreign nurse will perform at expected level as the same for American nurses. But they do help to alleviate the nurse shortage.
I mentioned that I was a former RN, because the RN job really is not the best out there. High patient ratio, bad working environment, ever try to hold you pee for >8 hrs because your patient keep ringing the call bell?
please pass the bill and get a lower patient per nurse ratio.(And don't cut back on CNA while lower the patient ratio.)

Overtime vs. foreign nurses

The hosptial I worked was never had enough nurses, and hosptial has to pay double to beg nurses do overtime.As a new grad, you could get more than $600/shift. Of course, hosptial's buget goes way up, and the shortage gives burden to the whole health care system. Why not import foreign nurses to lower the cost??? Those selfish nurses, it is not the time to worry about you interest.

America using workforce without pay any money. That's shame on America. Their country invested a lot of money for the nurses' education. Neverthless c/o of nurses from out of country? Absolutely ridiculous.

Create W-visa will add 50,000(Nurse) plus 100,000(spouse and children) to EB3. The backlog for EB3 is 4,7,8 year due to 195,000 H1B in 3 years around 2000. If HR 1001 passed, backlog will be 20 year! That's a generation! That's not the way it should be.
Now the better way is open door to graduates of quilified US nursing program. American pay the money and train them and have them live and work in the US and help reduce the nursing shortage. Why not?
Also patients won't compliant about the poor English for foreign nurse. The US Graduates live and study in the US for many years and the English and live style will be qualify to serve as a nurse.

I am a foreign student who now is studying in a nursing school here. My dream is becoming a RN and work in America. I like school and i enjoy learning, although the tuition for foreign students are so expensive. My GPA so far is 4.0, and i am always the top students in class. However, whenever i think about not being able to work here after i graduate, i am so depressed and desperate. I am very excited about what i have learned from school, and i so want to utilize these knowledge in my future nursing practice. But, i CANNOT because there is no work visa for foreign nurses. While my classmates are worrying about which hospital they want to work, i can only pray for the congress to pass this bill. I don't care which hospital i can work; i don't care how much i can get paid; i don't care how hard the nurse job is. I just want to work, and that's it, and that's my dream...

the nursing job is highly stressful job. A lot of licensed nurse (around 500,000) left hospital because of stress. This is not simple increase well-being and call them back to work. As a result, the most effective and easiest way is to import foreign nurses. I support this bill.

Only dedicated nurses can score the tests to get a visa to come to US and they are studious all the time and hardworking. Hon'ble Congressmen, please lift the current retrogression for nurses visa as many qualified, able nurses waiting to serve at US hospitals , and that is the need of the hour for patients and hospitals in US...

I think foreign RN are well qualified for the JOB even though they do speak English with various accent. Communication is only a small part of nursing care. The most import thing for nurse is professional skills and the spirit to the patient.The nurse is also human beings. You should at least pass this bill for U.S educated nurses considering how much money they pay for school, how diligent they work for it, and the amount of money hospitals have invested on them. Of course, their English are way much better than nurses trained outside the contry and they understand much better reagarding the medical model.

AHA, in US, Black CAN be PRESIDENT, "Milk" can win Oscar. As all American said, everyone should have the same right. All equal. How US-graduated Nurse cannot get permission like H1B to work. All major can apply H1B from outside of US if employer support EXCEPT nursing major. That is the discrimination.

I don't agree w. using the term, "IMPOTING" nurses, because IMPORTING means purchase products/services made in other countries. But the US pays $0 for that. International nurses and nursing students pay 100% of expenses for their education, entire fees for getting VISA/Green Card and livings in US by their own money. I, as an international nurse, also spent lots of money for schooling and living in U.S. without any financial support. I’m extremely lucky b/c I’m still working w/ CPT (part time working permit issued by my graduate school), but sadly, some of my international classmates went back to their countries, and some are preparing to go to other countries. This is WTF. Plz, stop antiforeignism, and stop judging us as unprofessional nurse b/c we are ESL). We are truly beneficial to your health, your family’s health and your community’s health. Plz, throw away your bias against us, and open your mind to us.

So, wait, we have massive unemployment rates in many industries and vacancies in the nursing industry. And we want to import nurses? Seriously?

We need nurses to fill those vacancies, sure. How about providing incentives for people to become nurses?

Do you think everyone is qualified and interested in nursing work? Whether foreign or American, we should be sure that the money or position provided for nursing work is efficient and effective for a long period. Say, every nurse graduate that get a job in nursing at the time of bad economy should persist on nursing work for at least 10-15 years. Otherwise, the investment on training nurses would go to waste when the economy gets better. Many of stressed nurses change their job to more easy-money-making jobs.
