Because this bill merely increases penalties, this bill will have no significant impact. Lawmakers can and should do much more, but won't. Consider, for example, the proposal submitted to 2005 White House Conference on Aging delegates and reproduced online at http://members.aol.com/tvfields/2005WHCOAHandout/Frameset01.htm
