Why would anyone vote against a military member passing his benefits to a spouse or dependent?

This is a great idea,I paid into the program
and the monies are aloocated to me for use. Allowing immediate family members to take transfer would take pressure off me to seend my children school

When I signed onto the GI Bill, I had no idea how or if I would use it. I got my BA without using it, and now will lose the eligibility that I earned and paid into. After 20 years service, my first focus is re-establishing a new career and taking care of family, not an education that would be poorly aided by the limited benefits that don't take into account where I'm at and the cost of living. Please relieve me of the additional burden of putting my children through college.
