ANWR is 19 million acres, the coastal plain area supposedly 1.5 million acres does this bill designate the coastal plain as a wildlife refuge, or some other portion? Where can one find the full text?

It designates "a portion of the Arctic National Wildlife Refuge in Alaska comprising approximately 1,559,538 acres, as generally depicted on a map entitled `Arctic National Wildlife Refuge--1002 Area. Alternative E--Wilderness Designation, October 28, 1991'"

Don't know whether that's the part you're talking about, but it could be.
