It would seem to be that since this bill originated in the House that provisions regarding funding for the Federal Implementation of US Immigration on the CNMI, should have and still could be included.

Without a funding provision, guaranteed by the House, we will be doomed to struggle for funding crumbs from an already overwhelmed Deparment of Homeland Security (INS).

Where do you think the focus would be...CNMI? or the Mexico Border?

What about Green Cards? What about the right to vote? What about guaranteed local controls over Tourism entry and Investor entry for "x" amount of years.

Like S. 1634, this bill is far from giving us (the CNMI) what we need.

In the news, looks like Gov. Fitial is now amenable on the Federal takeover of the CNMI Immigration and Labor with some concessions such as a 2 year reprieve before application, allow 15 year non-residents to be granted non-immigrant status instead 0f 5 and 10. More money to pay for the adaption. He is now buckling down. Better he seekS compromise than being hard ball. There is no way out anymore the US is determined to impose its will.

I am not sure if the governor will be the last man standing against federalization, he is shaken down. Majority of the people are in favor of the federalization. Nothing is happening: economy is going down; no much tourists in sight; utility cost is skyrocketing; local populations leaving the islands; government resources and revenues dwindling down; alms from Uncle Sam not in reach; all other ailments in the economy are sprouting out; local legislature have no idea to survive and fix the problems of the CNMI because they are the cancer of society.

It seems that almost everyone is resigned and approved of the Federalization of the CNMI Immigration and Labor. Commentators have stopped posting their views. The CNMI governor has clarified himself that he did not mean to say ALL but SOME are illegals among the rallyists. Although the clarification is late but it better than never. Why are the people of the CNMI scared of for grandfathering the long term alien workers, afterall they wanted alien workers to go home so they could fill the jobs that contract workers have right now.Is it not an advantage for them?

Not all locals are scared of federalization of CNMI Immigration and Labor. At least 40% or less of them are worried. The governor and some of his cabinets are against it but not the CNMI Legislatures in both houses. For the people federalization is a saving grace for some locals due to many years of abuses by the local governance system.

Most long-term residents will choose to remain in the CNMI evn if granted non-resident status for they established their lives here already. A case in point is Guam where loads of Filipinos chose to stay there even though they have privelege of moving to mainland. Though essentially being the serving class for the indigenous people, they already felt comfortable living in the CNMI. As for the CNMI folks, please be reminded that this non-immigrant visa will be granted by the feds and not local government. The locals became US citizens by virtue of geography/negotiation and the workers will try to get legal status by dearth of hard work

Whenever one is used to living in the same place tendency that he/she will not think of resettling somewhere else. Eventually the minimum wage will reach the federal level. Since they are already accustomed to local living standards, therefore, they are going to stay foot in the CNMI. What is Guam for them if they are not welcomed.

Locals should not be worried bec.if Federalization will come not all alien workers will be qaulified even with 5,10 and more years of stay bec. of requirements to be submitted and will be assessed by INS. They are very strict on those. Give chance to long-term resident workers who have been dedicated their lives in favor of CNMI development.

Mike since there are two bills, and I have read, just because the non-immigrant status "5 year" provision has been removed. It's only a time line. These folks will be able to apply at for non-immigrant status anytime.

Was anyone else concerned that four Saipan residents got suggested for the Pulitzer Prize and one of Saipan's newspapers (the one owned by garment industry) refuses to report the story? That is disturbing. Why stop at the pulitzer Prize anyway.

I think Wendy Doromal, Tina Sablan, Ron Hodges, and Ed Propst are international celebrities for speaking out against the mob in Saipan, where slave shops rule.

I would vote for all of the fab 4 for a Nobel Prize for courage at the risk of personal risks. The residents of Saipan and the world should thank them all for speaking for all us.

New member elect to the CNMI House of Representatives, Tina Sablan, is calling for a unity march Friday, December 7, 2011 to protest the local island slave labor bill recently passed into law as PL-108 and nicknamed the Island Slave Law. The march also asks for HR 3079 to include an improved status for the workers there.

The CNMI Senate scrapped the "Ron Hodges censor resolution " after it passed the NMI House of Representatives. The bill called him a racist and identified the physical address of him, his wife, and two year old son for God knows what type blowback. Has anyone ever witnessed such legislative cowarace?

federalization is not the solution. The economic report that came out was an eye opener that showed how irresponsible legislation can kill a fragile economy. By the way did the feds provide any relief. Federalization of immigration will only result in another federal law without any economic relief. Having worked and lived on Saipan and still consider it home, I have a spot in my heart for the CNMI. Time brings about change that is often the handiwork of others who are disassociated with the outcomes of their creation. Several years ago, I taught school on the Hopi Indian reservation in Northern Arizona. Uncle Sam came up with PL 638, the Indian Self-Determination Act. At the time many young people flocked to embrace the words self-determination. Meanwhile the elders took a deep breath and decided to oppose it. Why, simply because the PL 638 was the design of the federal government, and the elders knew the work of the trickster all too well. The law was designed to put upon the reservations the responsibility of medical care and education cost, the two precious jewels of treaties past. The trick was to get the Native Americans to amend their own treaty, loosing what the elders knew was their golden goose. Beware CNMI; the trickster is still up to some old tricks.

My mother grew up in poverty and move to the CNMI for a better life. Because of her painful childhood i devote my self entirely to helping improve the CNMI. As I grew up, I joined various organizations that provided service to the community and participated in activities that help build a child’s education. I am currently in the US attending college so that I can go back and provide my services. I look forward to coming back despite the economic hardships we all face.

I hate to bring it up but can my past performances and anticipated future doings be considered repaying the debts incurred for having my mother here? If so, then would consider Federalization to be beneficial?

If you were to compare a full local (Chamorro/Carolinian/Both) to a Half local and half whatever nationality, and see how much they’ve contribute to society, which portion would be the majority? Just thought I’d share the heart of a half blooded immigrant.

My 3 kids was born here and they love to live here more than to stay in Phil. They already went & spent vacation there. for 486 yrs on these islands my blood has been spilled, mixed, and so called cleansed by those who have said that their actions were justified for the betterment of my life. I stand here today, my physical appearance no longer recognizable from it's original characteristics from centuries ago, but my soul, my true warrior soul has never changed. This is the one thing that could never be taken from me. Many in the past have tried but have long since failed and have left, but i still stand. It hurts me so much to see that those in favor of this bill are only opening their eyes to the present state of where the CNMI lies. To really understand you must go back before the creation of the CNMI to the beginning. You can find out all about it on a book called The History of the Northern Mariana Islands. Those who do not remember the past...are doomed to repeat it. Just ask the Spaniards, the Germans and The Japanese.

The USA is federally aged at over 231yrs old and are still encountering the controversial problems that the CNMI, locally aged at over 30yrs old is currently said to be encountering. I just can't understand why the proponents of this bill are arguing that federalization will benefit everyone. If the proponents are saying that the CNMI Gov't is corrupt, negligent and abusive, then don't you think that for 231yrs the US Gov't would've fixed all their problems by now. If You were to say that it takes time, then by all means give it time, give the CNMI time.

With all the arguments against the CNMI as mentioned, by comparison, Federalization will basically mean the removal of one street hoodlum and to be replaced by a more sinister, conniving, absolute authority, absolute power Mafioso. If federalization does pass, then remember this, of all the non-residents only a few may be granted the privileges of the provisions, therefore leaving the remaining large percentage to be sent off with no due process or no hearing, because of beauracracy and That's the Federal Way. On the upside, Labor & Immigration sectors will be 100% federally funded therefore beefing up their enforcement capabilities more n' more locals will apply for these positions and i guess these newly hired and federally employed agents will be more than happy to escort that large percentage right up to the departure gates. More pay by Uncle Sam to fill the frying pan...and that's food for thought.

I had Ron Hodges for 3 classes. I asked him what he thought about the attacks of Greg Cruz on him and others. He said in many places, vocal citizens like Greg would be the defender of poor factory workers and they would be glad to have him on their side. I love saipan very much, this is where i met my wife and was given a son. It is really difficult to leave a place where I spent half of my life, but if forced to go home, what can I do? And now we are hoping that the upcoming HR 3079 will not delete that provision. We should not allow anyone from outside to determine the fate of our homeland, nor dictate the future of these island. One factor also to be consider on why our economy is failing is that these contract workers remit in the thousands of dollars to their home country. The money never stays in our homeland. Although I do not agree that contract workers remittances to their loved ones is one factor of making this economy worse, just imagine how many millions of illegal workers are there in States and they are all sending money back home too, they don't pay taxes and CW here are paying taxes and extra unexplained fees for the government. One good example is my Friend Felix Sasamoto, he works at Fish & Wildlife, as a Guitarist in Split Attitude Band, also as a Freedive Spearfisherman. This guy never stop working to provide his food for his family's table. He also shares his knowledge and expertise in guitar and was given an opportunity to learn a a lot from his good attitude other nationalities do not have. I am a Filipino but please do not generalize every local to be lazy cause you can find laziness in every race.

Exactly Van Halen, H1 Visa is not free, in States the employers were the ones who applied for the slot and pay for it. What if the employers and its business is not really that big and decided not to hire a certain contract worker but will agree if the worker is willing to pay for the slot, then money is needed.
