What defines "permanent"? 10 years? 50 years? 100 years?
Are the bases in Korea, most of which are defined as "camps", considered permanent or temporary, despite being there for 50 years?
I see a lot of concrete, pavement, and buildings being constructed out here in Iraq, is that something you do on temporary bases?
I fail to see how this bill accomplishes anything, especially when there are ways to get around specific wording that this bill defines.
