As a small business man,a commercial fisherman, why don't you just take me out and shoot me. This is just one more nail in the coffin of the US commercial fishing industry. Congress can't even run the country and now they are trying to run our businesses!

As a Cold War Veteran, I know the importance of the US Coast Guard to the Security of the United Stated States of America. They play a very important role of securing our ports and seaways from terrorists and they also serve in a very important Search and Rescue capacity. We need them to be well funded and I know that they are using outdated equipment to try to do their jobs! Also without the US Coast Guard the National Science Foundation would have to close the bases at the South Pole and Mc Murdo Station, Ross Island Antarctica.

Section 215 Is pretty crazy. Basically allows the coast guard to contract a Blackwater style mercenary group any other government to shoot at civilians in our waters. Nice.

Let's clear up the issues with the Deepwater program. Ending the ability for the private sector to take on lead integrator work is not a panacea. The CG and ICGS leadership need to be held accountable. The shipbuilding/C4ISR (TEMPEST) programs are out of control and need to be fixed. Not only are hundreds of millions of $ being wasted but our nation is taking a major step back in it's security and safety.

My husband works for the Coast Guard and he says the way they are now so poorly funded they can barely pay utility bills at his unit. Their primary job is environmental protection and their equipment was last updated after the Exxon Valdez,and that this bill will make funding even worse. It's a shame that the Coast Guard doesn't care about cleaning up oil spills anymore or doing hazmat clean-ups!

This add on (Sec 103) would seem to say, that they would transfer the Safety of the Mouse into the hands of the Cat ! This should be removed prior to approval.

Sec. 103) Transfers to the Secretary of Transportation, notwithstanding any other provision of law, the authorities of the Secretary of Homeland Security to approve the construction, alteration, or operation of a bridge, drawbridge, or causeway over U.S. navigable waters and to require the alteration, repair, or removal of that bridge, drawbridge, or causeway.

Without military protection of our waters we leave open the door for terrorist coming into our water under foriegn flags to be able to dump what they want. If foriegn counties do not care what they put in our kids toys, they are not going to care what is in our water. Although no bill will satisfy everybody the cost to our country will be huge if these system are used by terrorist. For no action to be taken again by our countries law makers is irresponsible to our national security
