The program wasn't liked by the CIA and WMD program was leaked before the Iraq war. I think that the program is good for free degrees, but this program already existed at other universities, so expanding to new ones makes little sense other than it wasn't liked by CIA, so the universities lost the program. Who qualifies for the programs? If most students do then it's worth it, but if there are other requirements it's not worth it because these programs already exist(ed) at other universities and we just need scholarships at those exist(ing) programs.
