<description>Regarding a prior comment: waterboarding is most certainly torture.  If you have ever experienced near-death via drowning, you would know it's a brutal form of torture. My concern is that this act, although definitely needed, still does NOT -to the best of my understanding - authorize access to rehabilitative services for U.S. citizens who have been tortured in their own country. I find it alarming that U.S. citizens are not permitted to receive the same rehabilitative services that the act authorizes torture survivors from other countries to receive. I represent a large community of extreme abuse survivors who would greatly benefit from these services. And yet, they do not - perhaps because public knowledge of their torture experiences would be considered a political embarrassment. <description>Here we go again???  water board is not torture! And we don't need to give our enemies any money!  They chop heads, when we have to send them to Bermuda and some other exotic beaches.  Idiots in Congress......</description>
