If you have ever experienced near-death via drowning, you would know it's a brutal form of torture. My concern is that this act, although definitely needed, still does NOT -to the best of my understanding - authorize access to rehabilitative services for U.S. citizens who have been tortured in their own country. I find it alarming that U.S. citizens are not permitted to receive the same rehabilitative services that the act authorizes torture survivors from other countries to receive. I represent a large community of extreme abuse survivors who would greatly benefit from these services. And yet, they do not - perhaps because public knowledge of their torture experiences would be considered a political embarrassment.
