I responded to Katrina, and the Trade Tower incident. These teams are comprised of the best personnel the rescue world has to offer, but the federal government has yet to fully fund the program. Our team has NO FACILITY. That's right... no building! Our cache items (60,000 pounds of it, plus vehicles) are scattered around in 7 fire stations.
