<description>This is the constitutional answer to President Bush's warrantless  wiretaps as well as Congress's disgraceful weakening of FISA.  It insists on prior, individual court review (As the Fourth Amendment requires), rather than giving a basket warrant, as RESTORE does.  It is supported by ACLU and civil libertarians....</description>
