<description>I'm shocked people are against this bill! After all the acts of torture our own government commits against people, no one wants to spend 28 cents per person to rehabilitate thousands of torture survivors throughout the world. This money is going to assist innocent men, women and children who've sought refuge here in the US or are in the throes of war in places like Sudan, Iraq, etc....</description>
